POSITION SUMMARY: Under general supervisory guidance, procures miscellaneous supplies, materials, equipment, and services. Obtains the best value, quality and delivery consistent with plant requirements.




  • Reviews purchase requisitions for accuracy and obtains other documents such as engineering drawings, criteria specifications and quality requirements necessary to obtain formal cost proposals essential to establish lowest total cost, (the best value, quality and delivery).
  • Prepares Purchase/ Contract documents of all purchases to minimize JBTC’s liabilities.
  • Evaluates supplier’s proposals and prepares or obtains cost/ price analyses and technical evaluations as necessary to determine reasonableness of supplier's prices consistent with the delivery requirements.
  • Conducts negotiations with suppliers to reduce lead times and achieve lowest total costs.
  • Maintains company standards and follows established procedures. Demonstrates good working relationships with suppliers and other company employees.
  • Issues contract change orders and amendments with all supporting data and justifications to support modifications or changes to contractual documents.
  • Maintains liaison with suppliers and internal organizations to prevent program delays.
  • Develops new suppliers and participates in supplier surveys and audits as required.
  • Prepares reports and justifications as requested.
  • Manages inventory to company defined goals.
  • Provides a positive influence and develops solid working relationships with internal customers.
  • Always seeks for better materials, improved quality or shorter lead times to improve the process.
  • Understand strategic roles of suppliers. Foster partnering and value engineering opportunities whenever possible.
  • Be a mentor to the supplier to bring the highest value to JBTC.
  • Champion team meetings for assigned commodities. Improve processes, quality, cost savings and payment terms.
  • Build and maintain commodity market knowledge base.
  • Other duties as may be assigned.


QUALIFICATIONS: To perform this job successfully, an individual must have the potential to be able to perform each essential duty satisfactory. EDUCATION and/or EXPERIENCE: Bachelor’s degree and three to five years related experience and/or training in purchasing or related function; or equivalent combination of education and experience.


LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


CERTIFICATES, LICENSES, REGISTRATIONS: CPM and (or) CPIM certifications are preferred.


COMPUTER SKILLS: This position requires the following computer skills: Microsoft Word, Excel, Access and SyteLine.
